In fact the NEWS file is now what the "changelog" in a classic sense of the word was. For commit log one should refer to git log. I'm not sure whether it's nice or not to remove ChangeLog altogether. Renaming NEWS does not sound good either. Maybe contact upstream so that they can elaborate more... like "For the major changes since the last release see NEWS.
