Well, the section is about tools that can be run *in a DOS/Windows environment*. Does that apply to parted and ntfsresize? AFAIK it does not... Note that [1] also has the following text: If your machine has a FAT or NTFS filesystem, as used by DOS and Windows, you can wait and use Debian installer's partitioning program to resize the filesystem.
