I can reproduce the bug. Moreover, in digital mode, the clock is not updated, which is even more embarrassing. I am not sure the trouble lies in xclock: it might be in the rendering engine. In any case, it is a locale-related bug, for running xclock without LC_* env. variables (LC_CTYPE to be more specific) solves the problem.
