I probably installed via the lenny install | discs but upgrade straight from a minimum lenny to unstable.
Same for me -- older system carried forward. So I just tried on the newest system I have, and following the apt-get install of gsl-doc-info, a fist 'info gsl' immediately find the info pages. Now, that was even Ubuntu 9.10 with the older 1.12 package and pre-trigger use. So to test that, I just did 'apt-get install gsl-doc-info' on another Debian testing system. Not a fresh one, but one that never had these GSL info docs. Same thing -- prior to installing the package I get the manual page, afterwards I get the info docs when just calling 'info gsl'. That used 1.13-1. I think your issue may be local. I cannot confirm a bug anywhere and would like to close this.
