I just looked and the above file is used for the generation of manpages in
the docbook XML format (while docbook-to-man is used for the SGML
manpages).

I don't think po4a can use these translation because docbook-to-man is
used afterwards.

A solution to your problem could be to switch from SGML to XML (that will
not fix the lack of i18n in docbook-to-man, but that should fix your issue
and I'm not sure there is so much effort currently to improve the SGML
tool chain)
