The above was a mistake and indeed shows the opposite of what I was
thinking the problem was.  Instead, the problem is in cupt --
reassigning.

As for what's happening with cupt, I have librdf0 1.0.9-3 and
librasqal1 0.9.16-2 installed.  The former has a versioned >= 0.9.16
Depends on the latter.

librdf0 1.0.10-1 is available to install and it has a versioned >=
0.9.17 Depends on librasqal2.

Neither safe-upgrade nor full-upgrade (the difference shouldn't matter
for this case) will choose to upgrade librdf0, in the process removing
librasqal1 and installing librasqal2.
