VLC is subject to a lot of input coming from the wild (aka the Internet) and there have been a lot of security issues notably in the demuxers of vlc and other media player. Hence upstream decided to block running as root by default. That is a decision that I and some other Debian and Ubuntu maintainer of the VLC package support.
