The dns-* options in /etc/network/interfaces are implemented by the resolvconf package. These lines are added by the sarge (and later) Debian installer. I agree that other configuration tools such as etherconf should be enhanced so that they add nameserver information to /etc/network/interfaces in the same way that the Debian installer does.
