Hi, Thomas. When you press "+" on a section, aptitude treats it as pressing "+" on each package within the section (as with every other command you can invoke on a section), so it does indeed break holds. This bug is about a different problem, where some automatic processes were breaking holds even though the user didn't ask aptitude to do so.
