Usually, the files are left behind because of the opposite condition,
i.e. they are NOT in the cache and/or it wasn't possible to determine
the location to store them or some error occured while moving them into
target location.
See manual, chapter 7.1 last paragraph.
If you run the import (in the web interface) with verbosity flag, do you
see any hits? (green lines)
