Just to be sure: You are aware that, literally, it was some postinst
script that added them because it found them in 10texlive-base-bin.cnf
and judged they were changed compared to the old default of that file.

Of course, *if* they were changed, the question remains who did it.

When did 10texlive-base-bin.cnf disappear?
