Thanks a lot for the information. I will add this to the cron-apt
configuration so that it is documented there.

However I have a question. The "-o foo=1" what does it do?

I suggest to document this as
OPTIONS="-o Acquire::http::Dl-Limit=25"

or is this foo=1 needed as well? I can not find that in the documentation.
