Since this was brought to my attention, I want to make sure the following is clear.
The severity of a bug is controlled by a maintainer. The exception to this are bugs which have been determined by the release team to be RC, which are listed in http://release.debian.org/squeeze/rc_policy.txt. [This would require a bug to be made severity >= serious or tagged squeeze-ignore, but the maintainer is still free to assign any severity >= serious that they wish.] My personal opinion is that the initial severity appears to be proper, but since the maintainer disagreed and has modified the severity, their decision must be respected, baring an override by the release team or the CTTE.
