Justification: fails to build from source

Hi,

It seems that the hugs package is no longer built (commented out in
debian/control), yet the build dependency is still there. It should
probably be removed if it is no longer needed (builds fine without it).

Context: hugs is broken on armel on Ubuntu and seems to FTBFS anyway.
This makes the build-deps uninstallable on that arch and therefore
hdbc-odbc cannot be built.
