Following my tweaks I'm not aware of any remaining regressions from this patch, unless you want to consider the change of default encoding to be itself a regression (thus if you choose to incorporate it into the package, it would probably merit mentioning in NEWS.Debian at a minimum). Regardless, I'm sure you'll agree that if an application is only going to support one encoding, these days it would be better to support only the standard universal encoding than only a particular region-specific encoding. In the meantime, this is the most functional, lightweight/javascript-only, free terminal emulator I've been able to find which tunnels all I/O over an HTTP(S) connection in a cross-browser-supported manner, so it would be nice to keep it in good shape in his absence.
