it seems, debian's tomcat does not offer the same structure as a vanilla one -- 
thus eclipse wtp is unable to use debian's tomcat.

issues so far:
- no conf/ in /usr/share/tomcat6/. i created a link to /etc/tomcat6/
- no catalina.policy in /etc/tomcat6/ but instead 
/etc/tomcat6/policy.d/03catalina.policy

i don't really understand, why debian's tomcat has to differ so much from the 
standard one, making it hard to impossible for users to use it together with 
apps like eclipse expecting default file structures -- and since the 
incompatibilty with eclipse is a frequently recurring cause for bug reports i 
neither don't understand why that issue is never really addressed.

aqs long as debian decides to muddle up tomcat, it has to provide some kind of 
compatibilty layer for those expecting tomcat well known standards.

for the moment i am forced to fetch a tomcat archive from apache and use it 
instead which somehow defeats the purpose of using a package management.
