Current debian/watch file doesn't work.
I proposed this version. Note that I put two lines. 
The first (commented) line detect 4.0.3 and the second line detect 4.0-20091012 
 (last one)
Since I don't know if the maintainer will do a 4.0.4 release or use 
4.0-YYYYMMDD, i've put both inside debian/watch
