Why upstream has no pkg-config in libresample?
Did you contact them? What did they say?

Upstream have made no new release of libresample in more than 5 years, so I silently assumed them not being interested in accepting patches.

But that is certainly a bad assumption. Thanks for suggesting to push this patch upstream.
