Here's what I have for 23.1+1-4:

  Replaces: emacs23-gtk, emacs23-lucid, emacs23-nox
  Provides: editor, emacs23-gtk, ...
  ...
  Conflicts: emacs23-gtk, emacs23-lucid, emacs23-nox

So we have C+R+P for emacs23-gtk.  Is that not what you mean?
