No that was a mistake. The hppa files are correctly excluded now.

It seems there is no local trace file. Please use the script
ftpsync recommended at http://debian.org/mirrors/ftpmirror#how
It will allow the mirror to be consisten during its sync, to download
only the files specific to the select cted archs, etc.
I am using that script now to run the updates. It runs every 6 hours.
Something still overwrites the local trace file (ftpsync should be the
only one taking care of this):
http://mirrordenver.fdcservers.net/debian/project/trace/hpc-mirror.usc.edu
ftpsync is the only thing acting on the directory.
