Well, all we want is to get rid of this very setup dialog actually.
Often enough. :) My default language is German, but for debugging I often set LANG=C. Therefore I want an option for it in Preferences -> Interface -> Language. This would make audacity behave like all other applications.
I see, although for debugging I would prefer "LANG=C audacity" from terminal.
