This is an intended and supported feature of .desktop files for applications that are so deeply integrated into one particular desktop environment that they don't work in other environments. The presence of the tag is not in and of itself a bug. I don't think it's appropriate for Lintian to say "no, your stuff really would work with other desktops" based on no information. Sometimes the programs really won't.
