That file does not seem to be part of any Debian package.  Is it this
one: http://www.ctan.org/get/macros/latex/contrib/tkz-doc/tkz-doc.cls ?

Emacs is trying to write a file, but could not find a safe coding
system, so it prompts you to enter one.  Due to stdout redirection, you
cannot see that, however.

Does it help to use a UTF-8 locale instead?  With lang=de...@euro,
emacs22 misdetects the encoding of tkz-doc.cls as windows-1252, that
does not happen with LANG=de_DE.UTF-8.
