This is the case that I mentioned. Those are all packages for which the use of SASL is optional. The SASL component is not functional for nearly all normal uses without plugins, but there are many normal uses of those packages where SASL isn't interesting. Due to the way shared libraries work, the base SASL library has to be installed, but it's never called.
