The bug does not seem to be fixed at all.
cowdancer still depends on cowbuilder, which depends on pbuilder.
cowbuilder dependency is for backward compatibility, will be removed
after squeeze is released.
Then the bug should be kept open until it is really fixed.
However, I believe that introducing a (temporary) recursive dependency
is a suboptimal way to split a packages.
