Wow, it seems really strange that so many issues affect debbugs, taking into account that it seems to work well for the Debian Project... I am not really knowledgeable enough to directly help with debbugs, but I think that more "code exposure" could encourage more people to get involved: for instance, some uploads to experimental could help giving the code more "exposure", as said above. Moreover, I read in #477182 bug log that the code is managed in a bazaar repository; however the PTS does not link to it (see http://packages.qa.debian.org/d/debbugs.html).
