when the versions of libxine1-dev and libxine1 don't match, the symlink /usr/lib/libxine.so is a dangling symlink (eg. leads to libxine.so.1.25, but the actual library is libxine.so.1.26). This makes the package nonfunctional (binaries against libxine can't be built), which is not desirable. It could be addressed by tightening the dependency to libxine1 to exact version.
