Isn't this the exact some discussion as bug #521872, with s/LDFLAGS/CFLAGS/ ?  
In other words, we consider that proper makefiles should allow supplying CFLAGS 
without breaking.

Having a more concrete example (or two) would be good here to be able to judge 
what is wrong.

Also, you can override the passing of CFLAGS.  The details depend on the class 
you use.  Again, having a real example to look at would help.
