Bug#521675: Only root can play sound in pulseaudio

I think I experienced the same bug, pulseaudio works just if started by 
root; it doesn't work if started from /etc/init.d/pulseaudio either 
(started as pulse user)...
Tried both 0.9.14 and the version in experimental.
