The binNMU won't help here, libpci3 has to migrate to testing to fix
this issue for testing users. The binNMU would only help getting the
dependencies right, but once libpci3 has migrated, this is borderline
cosmetic...

Please be on the lookout for future versions of libpci so this doesn't
happen again, as it'll only get caught in similar circumstances and
it's a pain for testing users while it's transparent for unstable
users :/
