That sounds like a broken design somewhere (e.g., does opening a sound
device r/w constantly generate change events?), but if that's what it
is, I'll talk with Mark about it.  It seems to me the design of hdparm
involves using an fd to perform actions on, and it's not at all clear to
me they can be performed with an fd opened r/o.  As I say, though, I'll
speak with upstream.
