Because you have multiple options, and the system just can't guess
which one you want to make use of.

Not everybody uses a single-user system, not everybody uses xsane
directly, and on top of that, permissions can also be managed through
HAL & friends.

So basically you have to decide on how to use your scanner and
decide who can make use of it.
