Note that you can enhance the chance for this by reporting the issue
upstream with M-x report-emacs-bug instead of hoping that someone
forwards your report.

Please read the section "** Mouse changes:" in the NEWS file why this
was done and what you can do.

Setting mouse-1-click-follows-link to nil should give you the same
behavior as in Emacs 21.
