I don't think so. emacs-jabber just recommends gnutls-bin | starttls, so you aren't forced to install them. If you like to go your own way, nothing prevents it. But a casual user would be much confused if TLS didn't work with *standard* emacs-jabber configuration even when he has got openssl installed.
