I have neither and still can connect to Google Talk.
$ grep tls ~/.emacs | sed 's/^\s*//'
(setq tls-program '("openssl s_client -connect %h:%p -no_ssl2 -no_ticket"))
IMO, `openssl' package should be OR'ed to encryption programs
mentioned above.
