What could be done, is removing --guess-section from --guess-all and maybe document that --guess-section is likely to show false positives. Then --guess-dev would need to imply --libdevel since --guess-section is the reason why --guess-all without using --libdevel finds development libraries although they are not in section libs. This could also be a way to deprecate --libdevel and get rid of this option in the longterm. I need to think about this. Still not a non-wishlist bug, thus setting severity to wishlist.
