Actually, it's needed as long as new devices are going to be added during daemon lifetime (either via hotplug or manual control socket commands), regardless of whether or not there's an initial device. But perhaps that's what you meant (static vs. dynamic). :)

At the moment its not possible to enable hotplugging without starting the daemon - that would be the right thing to do, as the setting you've tried to do is not necessary in theory as the hotplug stuff is able to startup a gpsd instance if
there is none running.
IMO the control socket should just be set in any case (at least by default). It won't do any harm (as it's writable only for root) and is used for other purposes (sending control strings to the GPS device) as well.
