Hmm. The section on /var/run/ in the policy doesn't include anything regarding persistence, however there are numerous references to the usage of RAMRUN=yes, and also numerous bugs against other packages which have opened and subsequently fixed.

Perhaps Petter Reinholdtsen, is more qualified to weigh in on this one, as he is an initscripts maintainer, and has opened or taken an interest in some of these other bugs...
