Hello, I am the author of http://www.n-heptane.com/nhlab/repos/cabalDebianTemplate/. I have updated the INSTRUCTIONS.txt to indicate that the guide is hopelessly out of date. This reference should definitely be removed from the dh_haskell manpage.
