Thanks. I didn't want to include it directly in dpkg-source and so decided
to extend the (new) code related to vendor handling so that we can have
vendor-specific logic on some hook points (they will be created as needed
and don't have any stability guaranty, but we will accept to merge
vendor-specific objects in dpkg itself).

Can you review and try the code here ? (only two commits on top of master)

This change will also make the Closes: field of .changes files in Ubuntu
references Launchpad bugs instead of Debian bugs. AFAIK nothing uses
Closes on the Ubuntu side so this doesn't break anything and instead might
help in the future… this is also the fix for #499924, James, I hope it's ok
with you.

Set DEB_VENDOR=Ubuntu in the environment if you want to try it out
and make sure you have a file /etc/dpkg/origins/ubuntu with the
vendor name inside (until #487437 is implemented in both Debian and
Ubuntu).
