Fair enough, didn't think about that.

I don't see how this could be disruptive, really, especially since
the directory already exists for resolv.conf. The PID file is
*run-time* information, so a simple restart would fix it.

The status quo just makes it impossible to start/stop dnsmasq in
a controlled way without running extra brittle steps.
