It's designed to drop root access, and as a side-effect of that it can't
unlink files in /var/run.
Then the files in /var/run should be owned by the user to which the
daemon switches.
But that doesn't give the user permission to unlink them from /var/run -
that's controlled by the permissions on /var/run, which doesn't have
tmp-like sticky bits set.
It would be possible to make a directory, (/var/run/dnsmasq) and unlink
files from that, but moving the pid file is a potentially disruptive
change for no real benefit.
Or have I missed something here?
