I have a worse problem: I started with an empty debian/rules:

    %:
        dh $@

And found that dh_strip was being called by "dh binary", not "dh
binary-arch".  So I dutifully extended my makefile to include "dh
build --before dh_strip".  And dh complains:

    dh build --remaining --before dh_strip
    dh: command specification "dh_strip" does not match any command in the 
sequence

Likewise for --before strip.

Here's my full debian/rules:

    #!/usr/bin/make -f
    %:
        dh $@
    clean:
        dh clean
        ./waf --nocache distclean
    build:
        dh build --before configure
        ./waf --nocache configure --prefix=/usr
        dh build --after configure --until build
        ./waf --nocache build
        dh build --remaining
    binary:
        dh binary --until dh_auto_install
        ./waf --nocache install --destdir=debian/midori
        dh build --remaining --before dh_strip
        dh_strip --dbg-package=midori-dbg
        dh binary --remaining
