I was confused by this as well for a bit, when I had to do GPRS dialup. I think it'd be more reasonable for empathy to assume online status if the user actively tells it to "become available" and then try to connect no matter what n-m says (maybe even popping up a message box where the user should confirm, dunno), and only honor n-m's status during usual automatic operation.
