I suggest you have a look at the text of calls for translations that
are posted to -i18n (I suspect that, in this case, this is such a call
for tranalstions that lead you to work on this package).

When on is posted after a review happened on templates, the templates
are most often different from you you find in unstable.

This is very likely to happen often after Lenny has been released:
during the early release cycle, maintainers will often change their
package's templates and I generally use this opportunity to launch a
review process (search for "Smith reviews" on Debian wiki for
details).

In that case, the templates may differ (sometimes a lot) from what you
find in unstable.

Also, please note that, whenever a given package introduces debconf
templates whhile it had none earlier, I nearly always start a
review. debian-i18n is notified in such case, with instructions for
translators to not "jump" on the POT file to translate too
quickly...:)

You're probably not very used to this yet, Martin, as this process
mostly happened between May 2007 and March 2008, for the etch->lenny
release cycle....while you became highly involved in Swedish
translations a little bit later, IIRC.

But you'll get used to it, no worry..:-)
