I can't give good examples currently. But packages tend to
have (majorly) reduced functionality without "Recommends".

A few simple examples:

* libdbus-1-3 recommends dbus. Without dbus any libdbus-1-3
  is nearly unusable, and there wont be any desktop
  messaging. But people can live without it sometimes
  (me!).
* libfam0 recommends fam
* fvwm recommends fvwm-icons
* gimp recommends gimp-svg

These are from my system. And I know, what breaks, and I
accept it. Because I don't need the functionality. But
other people would call it a major breakage.

Recommends

   This declares a strong, but not absolute, dependency.

   The Recommends field should list packages that would be
   found together with this one in all but unusual
   installations.
"""

The keywords are "strong" and "unusual".
So if you don't install a "Recommends", you immediately
declare your system "unusual".
