Hi,
"Recommends" is defined exactly like this.
It basicly means: "You REALLY should install this. If you
don't install it, expect breakage of various kinds or major
functionality loss".
The difference to "Depends" is: Not installing
(librsvg2-common in this case) might make sense to some
people. People who know, what they're doing.
I for example have very bad eyes. The icons don't tell me
much. I navigate by reading the text. So in OOo for
example, I have disabled the icons on the menus. So
homebank would be perfectly usable without icons on the
menus for me.
So I think, this bugreport can be closed...

p.s.: "Recommends" is not for those people who want a
"clean system", really not. It is for example for
people ACCEPTING BREAKAGE and want to conserve disk
space.
