As mentioned in bug report 507497, I still don't have the c3270 command invocation quite right. The corrected version is
c3270 -model 3279-5 -altscreen '28x132=\E[?40h\E[?3h' \ -defscreen '28x80=\E[?3l\E[?40l' -keymap my3270keys nnn.nnn.nnn.nnn Both of the escape sequences in the "defscreen" parameter end in a lower-case "L", not a numeric one.
