It's possible that I didn't write that line -- a lot of the early packaging work was done by Jamie Wilkinson, and the only stuff I changed was stuff that needed to be changed for some reason. On the other hand, I may have written it and just have no recollection of it. It doesn't "feel" like me, though -- I'm such a lazy bugger I never type more than I have to. <grin> Looking at what's started at 20 on my local system, I can't see anything that Puppet explicitly depends on, so if it's causing anyone any hassle where it is, I'd say pull it and start it at 20.
