It's not always that easy to find out why exactly something is missing. Sometimes it's licensing stuff, sometimes it's not yet included in the upstream tex distribution or the release included in Debian is a revision behind. At least when you're not following the tex world closely and I'm not. Beside that I agree that we eventually should handle this issue somehow.
